He can RIF them. (RIF - Reduction In Force) Decide the job is no longer be necessary. That means the task & slot go away. You can’t just turn around and then hire someone in that slit. I think Carter did a RIF.
The "trick" is that the government debt ceiling expires in March. All of a sudden, the Democrats will become fiscal conservatives and refuse to extend the ceiling, so continued severance payments to the ones who took the buyout will be suspended. Regular paychecks to remaining "non-essential" government employees will also be suspended. The Democrats and the union officials can blame it all on "President Donald Trump and His Evil Gang of Republicans".
Somewhere in there is a catchy tune.
Perhaps that will enrage 2 million people sufficiently to have Trump overthrown as President.
Or perhaps, we will have a more accurate target identification for the next round of Federal government layoffs.
My bet is on the second prospect.

by offering some sort of early retirement (or just resignation) bonus
this usually works to cut the forces within just a couple months. After which, the administration does a head count and determines if enough folks have taken the bonu
if so, great.
if not (and in the case of the super-bloated WashDC civil service, almost certainly no incentive program could possibly trim the forces enough to get them down to reasonable size), then layoffs proceed. But at least the number of outright layoffs has been minimized through the voluntary force reductions.
This is a good way for PDJT to be proceeding and I am glad to see he has gotten right on top of it and started the voluntary reductions already. WashDC needs to be cut back appreciably......and 100 percent in those unconstitutional or out of control agencies like aeeeeeteeeeefff and eyeRess and a few dozen of the more outfits that are either bad ab initio or that have gone rotten
The Republicans have a majority. We don't need to have Democrats to join us.
They can whine all they want.
Right now there are a bunch of federal grants that are “on hold”—I believe for ninety days. We are talking big bucks here.
That gets it past the March debt ceiling date....
Tell them to put THEIR money where their mouth is.
