When the “unusual” winds have a name that is more than 100 years old, I tend to think this phenomenon has been around for a while as well.

Absolutely. Every weather condition L.A. is experiencing now existed 100 years ago - the warm dry air, the predictably high winds and low precipitation levels. This is the inevitable outcome of building a megalopolis in such an area without bothering to take adequate precautions to minimize the risk.
