Perhaps its also time for FEMA to be abolished.
there is a theoretical need for such an agency, but like all Fed.gov agencies, bloat and politicization have made it useless.
Instead, strengthen States’ emergency response teams, and instead of FEMA, create regional emergency response groupings of nearby States. For example, create a Southeastern group or mid-Atlantic group. Let them call resources from each other, or choose available Federal resources, which they will deploy - NOT Fed.gov

Have these experts ever seen a port during a hurricane?
All the ships LEAVE port BEFORE the hurricane arrives.
Food has been ordered up by grocers long in advance. Factories make much of it. And it needs to get shipped to stores.
It may not be able to get shipped to a hurricane-flattened or flooded-away store, but it will get shipped to stores nearby that are still capable of operation.
One might have to 25 or even 50 miles in an ICE to get it, but the chain stores will be glad you drove and bought it.
