So the Allies and the Axis came to an understanding not to use chemical weapons on each other.
So we could end up using NATO troops in Ukraine. We'll tell Putin that nukes are off-limits.

Doubtful. Most likely the few that actually count as a serious military power. Why would they nuke pipsqueaks like Canada or Bulgaria?

Not possible. Russia doesn't have enough functioning nuclear-capable missiles to hit every NATO country, much less send enough at each one to hope that some slip through and aren't shot down. If they went all-out, Russia might land a couple in some less-defended countries, but that' s about it.
