Have they found a civilian replacement for our ONE functioning oiler fuel ship that ran aground and is leaking? Then the replacement has to be retrofitted with compatible technology to fuel our military vessels... weeks?
They can buy oil from commercial sellers. There are tender ships run by civilian companies in various places globally. Some are even contracted.
