Well, Karma showed up...
Those ideas usually backfire.
I would imagine, that most SF businesses will file for closure right away, when this passes. Even if they not necessary want to move. Just in case.
They may wait half a year, but close then.
And, for sure, nobody will move in even after six months.
How can they prevent them from leaving? What possible constitutionally defensible law could allow this? I could see if you signed an agreement with the city upfront, stating that you would give 6 months notice as a requirement of getting the business license. In the absence of that they only way they can do this is to entirely disregard the US Constitution and overtly replace liberty with dictatorship.
If they try this the involved retailers should just quit bringing in inventory.
Ayn Rand and Georgia Orwell were prophets.

A very good way to stop businesses from starting up in San Francisco ,LOL
States long have had laws regulating insurer pullouts I believe.
“INSURANCE CODE
TITLE 6. ORGANIZATION OF INSURERS AND RELATED ENTITIES
SUBTITLE B. ORGANIZATION OF REGULATED ENTITIES
CHAPTER 827. WITHDRAWAL AND RESTRICTION PLANS”
“Sec. 827.005. APPROVAL OF WITHDRAWAL PLAN. (a) Except as provided by Subsection (b), the commissioner shall approve a withdrawal plan that adequately provides for meeting the requirements prescribed by Section 827.004(3).
“(b) The commissioner may modify, restrict, or limit a withdrawal plan under this section as necessary if the commissioner finds that a line of insurance subject to the withdrawal plan is not offered in a quantity or manner to adequately cover the risks in this state or to adequately protect the residents of this state and policyholders in this state. The commissioner may by order set the date on which the insurer’s withdrawal begins.”

This is the slow Communist creep. This gives the government stewardship of private business. Outright confiscations and ownership is next. I’d bail out in mass right now and leave them with absolutely nothing. At least close up shop in mass for a week to give them a sample of their own handiwork.
People get elected and think they own it even the people

If they leave what is SF gonna do? Drag them back in? .......................
So stay. They should pull down the established hours and lock the doors and then open for exactly 1 minute per day on a sporadic basis.
Ohio did this under Gov Celeste years ago by levying an “Exit Tax” equal to 6 months wages to “cover retraining and unemployment claims”. Many companies were leaving the Rust Belt for more business-friendly employment opportunities in the South. After about 9 months of this law, someone noticed that there were no new business formations in Ohio.
To their credit, the rescinded the law. It would appear that SF didn’t get the memo. The fact that they are even thinking about it will only serve to hasten the exit.
Get out NOW.
Don’t give them the opportunity to make this the law and then trap you.
Matthew 24:16-18
16 Then let them which be in Judaea flee into the mountains:
17 Let him which is on the housetop not come down to take any thing out of his house:
18 Neither let him which is in the field return back to take his clothes.
100% control of businesses is what they want. They take advantage of every opportunity that comes their way to grab a little more.
The end result is communism, where the state owns everything and the citizens have nothing and pretend to be happy.
I suspect such an act would convince those businesses who were crazy enough to consider retailing in SF to not do it. And what happens if they can’t get a replacement business within six months? Make it indefinite?
Life used to be so much better four years ago — before the Boogeyman and Kamala took over and opened the borders while shutting down the cities. Most are still going down with no hope or plan in sight. That’s why we desperately need a builder to rebuild the cities and country — and not just do nothing waiting for the unlimited free money from the federal government. We need a plan beyond taxing more.
Or else what? They forfeit the security charge on their U-Haul vans when they get to Galt's Gulch?
People are being forced to operate businesses against their will for six months?
That sure sounds like slavery to me.

This is starting to sound more and more like an Eagles song.
File for bankruptcy and let a federal judge grant permission to close?
