So does the gang pay for maintenance and upkeep? Are they regularly inspected by state and federal officials to make sure the apartments are in compliance with all state and federal regulations? Does the gang pay the appropriate taxes and fees? What are the terms of the lease agreements they make with the tenants? Do they have accommodations for low income and handicapped individuals?
