People, particularly the left, think that when we say “deep state” we are implying there is some shadowy conspiracy group. In reality, it’s a very large number of passive aggressive bureaucrats who love nothing more than to throw their limited authority around every chance they get, particularly to progress their political beliefs and biases.

In this case, it sounds like someone whose charge in this universe was to maintain the organized operations of Arlington, and decided this would be a great opportunity to brag quietly among his/her/it bureaucrat comrades how he obstructed a ceremony because it involved Trump.
