Pls see my #42. These agencies are not without legions of constituents who will launch well funded and aggressive campaigns to defend their interests. This will be a much broader battle than just Trump vs. the entrenched bureaucracy.

No where did I say reducing personnel, changing structure, etc. of these legislative created agencies would be easy. I think Trump may understand now that being the chief executive of the US Government is not the same as being CEO of a corporation. He was not alone in that type of thinking many today still think it is, it isn’t. It’s that way by both Founding Fathers design and the buildup over time of bureaucratic inertia. I think because overt Rat authoritarian behavior, lawfare, etc. people recognize something must be done. In restructuring where he needs legislative support, he can make headway if he dangles agency & bureaucracy moves in front of gaining GOP senators\congresscritters. Even Graham would sell out his Rat senator brethren if he thought he was raining something for SC. Almost all the losers will be from Rat Land. However, the unilateral steps that he can take he should have plans to take on day one! Hopefully he should have no more naive notions he’s dealing with professionals.
