I’ve always thought if that was to exist, it may as well be unionized. Make sure the ‘vendors’ are healthy, at least in a physical sense. Provide some kind of salary so to lessen the desperation and temptation to steal from their clients.
Provide quick access to security in case a Panic Button needs to be pushed.
I think Amsterdam has such arrangements.
