Solution to this problem:
If they are a student - Expel them for life. If they come back - arrest them for trespassing. Vandalism if applicable
If they are not a student - Arrest them for trespassing. Vandalism if applicable.
Foreign national (student or not) - Deport them.
I forgot, if they are dependent children, Charge the parents for all cleanup and police expenses.
