On second thought, I’m not sure about the cop’s behavior. It is so incompetent that doubt is starting to kick in.
The dialogue on the roof between SS and police is abnormal.

I would be screaming hysterically into my radio that a shooter is on the roof and they need to get everybody off the stage.
If I got no radio confirmation back I would be firing off shots from my side-arm so they bounced up into the top of the wall or roof of the building—and if I got fired I got fired.
I would hire “Saul” to fight to get my job back.
The lives I may have saved would be my defense—and I would dare the PD to deal with the bad PR.
Oh yeah—and if the PD said one bad word about me “Saul” would sue them for millions.
Who the F cares? Cory Comperatore would be alive right now and the fired cop a hero for using his brain. Yep, believe it or not some cops do have brains.
