Somebody will make a mistake and the population will find itself armed. That’s what happened in Romania, during Ceausescu. The revolution wasn’t going anywhere until somebody acquired access to military arms and then populations had their guns to do the job they needed to do.

There can be disarmed police officers.
There can be captive police officers.
That’s my guess too. It’s going to devolve and somebody is going to get their hands on weapons. My guess will be the Muslims first.
