Correct. Notice the strong correlation with losing?

Congress (and only Congress) declares war BECAUSE war is a joint action of the People (House) and the States (Senate). The President is the Commander in Chief of the Army and the Navy, not of the States and not of the People.

The so-called "war powers act" is obviously unconstitutional, since 1) it delegates a non-delegable power to a hired hand (the President) and 2) It lets Congress escape responsibility for its own actions when things go bad (Tonkin Gulf Resolution - Vietnam, AUMF Iraq, etc).

This is how it was done, correctly, for the last war we won:

"That the state of war between the United States and the Imperial Government of Japan which has thus been thrust upon the United States is hereby formally declared; and the President is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the Government to carry on war against the Imperial Government of Japan; and, to bring the conflict to a successful termination, all the resources of the country are hereby pledged by the Congress of the United States.

"The President is DIRECTED" - "to use the entire naval and military forces" - "and the resources of the Government" - '[to win the war"] - "ALL THE RESOURCES OF THE COUNTRY ARE...PLEDGED BY THE CONGRESS OF THE UNITED STATES".

It's not too late to turn back from the current insanity. Neither the People, nor the States, are at war with Russia, or Iran, or China. Only the unelected and non-representative Deep State is. But the hour grows short
