That’s basically a bathing suit top, or might as well be. And it appears to be all the stuff you said, off the shoulder, bare chest, bare back AND ADD bare midriff. All on a woman who shouldn’t be trying to pull off any of that!
I got a visual of her actually pulling that all off.
