No it takes the VP and the majority of the Cabinet to get the ball rolling. And all it takes to stop the ball is the President’s signature on two letters, one to the Speaker and one to the President pro Temp of the Senate. It then takes a vote of 2/3rds of each house to remove.

Unless the President is in a vegetative state, or mad like King George III, the 25th isn’t going to work. How could the dems be sure that the Republicans in both houses will provide the necessary votes? They can’t be.

Despite what the left said, Bidens speech won’t be remembered by anyone. What might be remembered is if it is ever revealed what Biden was told and by whom to make him drop out from the race.

We are living in interesting times.

25th §3 is voluntary, but Joe refused to go. Forcing him out requires 25th §4, which requires VP and EIGHT out of a specified 15 member Cabinet subset to trigger. Then potentially a ‘trial’ by Congress with 2/3 of both houses needed to boot Joe. Although never adjudicated it’s likely SCOTUS would deem the process political just as Rehnquist indicated Clinton’s Senate impeachment trial was. So ex officio politicking and vote counting in advance of the 2/3 vote is de facto part of the process.
