Yes, it applies in this case -- although its usually 48 hours.
First note: The White House lied straight up about the speech being delivered "live"; it was clearly not. How do we know this with absolute certainty? Biden had a watch on and it is visible in some of the shot -- and was not at the time of the speech. You'd think the production crew would have enough marbles rolling around to catch this but... nope. It thus was quite-clearly taped and therefore the obvious question is "how many takes were done and was it continuous?" One lie means the rest is presumed a lie.

The real question isn't so much about the optics (e.g. a "sound stage" for the speech as opposed to where it is supposed to actually be in the White House, etc.) as it is the substance.
The party of "democracy", so the Democrats claim (while smearing the GOP as having no respect for those principles) just committed an act of deposing someone they determined had outlived his usefulness despite the will of the people and coronated his successor. I remind you that Harris received exactly zero votes for President in the Democrat primaries this time around and in fact polled around 1% in the 2020 election season, forcing her out of contention before anything really going. Now she's presumptively on the top of the ticket despite having not received a single vote in a single primary and no, being someone's VP is not the same thing as the head of the ticket -- and we all know that.

A co-worker of mine noticed that Biden’s watch didn’t display the correct time and mentioned that too me. I didn’t bother watching the thing, but my position was that if it started on time or close to it, that was proof it was recorded.

Well, it may have been live when they filmed it. But I think it wasn’t live when they broadcasted it. The foliage outside the window was too bright for 8pm. Also, when has there ever been that much foliage outside that window before?

Also, in different paragraphs he was reading from one to the next, in some spots the volume of Bidens voice is markedly clearer and louder like an edit in a film when the sound editor doesn't do their job well. Or the recording was stopped and they rolled the tape and he started talking again. I think I noticed about 3 edits. Very movie like bad editing.
I would believe if an audio forensics was done on the speech they would determine it was edited. If it was edited then it wasn't live.

During this joke- he was always looking way up— rolling his eyes up to see the script, while keeping his head steady. Made for a quite unbelievable presentation. The lighting treated his eye whites like they were lights themselves. very odd.
Her time calendar is on their webpage. She had to leave for Paris. So, this was taped way before departure, and edited a heck of a lot.
And you were able to see the reflection of the scrolling teleprompter in the “window” behind him.
You're supposing people walk around with watched set in the incorrect time zone as a matter or course?
Are you also discounting the amount of the light in the window right behind him - and how that plays into 8pm EDT?
We all know you detest Trump and will support anyone else - just questioning your reasoning that makes entirely no sense.
