I think we forget that they can nominate anyone - anyway they want. The DNC isn't bound by the constitution, but by its own rules. They can nominate someone by using tarot cards if they wanted to. Not a great look, but its legal.

Correct. They could have “deemed” Cleveland’s number to be 22 (or a variant of the old number, like 22-B), but they didn’t, so now the tradition should be to assign the next ordinal number to a POTUS winning a new non-consecutive term.
