I would bet 99% of those are homeless due to PERSONAL DECISIONS including drug abuse. But personal responsibility is anathema to Democrats because it would mean people are relying on themselves instead of government.
It’s hard to come back from homelessness. Mental health, trust, etc are difficult to rebuild.
