Very true. I don’t see how they could get around that. The biggest clue in my mind was when the US sent nuclear capable bombers close enough to Russia for them to scramble jets. I have no doubt that was warning.
Think of COG as a tool for tyranny—to be used at any time for any purpose.
All they need to do is declare the implementation “top secret” and they escape all consequences.
