Yes the only jurisdiction of a state suing another state is the Supreme Court.
My guess is that NY will argue exactly that, i.e. Missouri has no standing. It is a pro forma requirement. Then SCOTUS will toss the case without ever deciding on the merits. I would love to be proven wrong!
