Doesn’t it make a difference in how the DNC convention operates? If Biden resigns, Harris President and is automatically the incumbent, no?

Without Biden’s resignation of the Presidency, then it’s an open convention, and it screws up the fact that many States have Biden on the ballots

Why do you think that matters? Any votes for Biden will be combined with votes for Harris when the State Legislature appoints the Electors. There is nothing to prevent them from doing just that.
