It is better to be thought of as incompetent than to be thought of as a participant of evil. You have to prove intent and it’s a lesser criminal charge if something happened because you were neglectful than if the prosecution could prove that you were a traitor.
You’ll lose your job by being incompetent, but you’ll avoid prison or only acquire a minimal sentence if you are convicted of something.
There’s the idea of culpable negligence, for instance a guard who falls asleep on picket duty. I do not think there’s been any evidence of culpable or criminal negligence, just sheer incompetence and lassitude.
