RE: the reported overseas encrypted accounts

My sense is that “encrypted” often refers to communications (such as Proton mail, located in Switzerland) rather than bank accounts, although any data can be encrypted.
The article linked below says, “encrypted sites”, “encrypted platforms” that “Crooks used on his cellphone”, so I think it is encrypted email and/or texts —

hmmmmmm....wasn’t the whole purpose of legislation such as “The Patriot Act” supposed to prevent such things as this? Or could it be that such purposes were simply used as a rue to strip us of our freedoms?
And I’m certain that if it’s revealed, that the very same agencies are involved with this attempt are the same agencies that sought to pass legislation which denies our rights and freedoms, it’s just a coincidence.
Or encrypted satellite imagery services, such as France’s equivalent to Google Earth.
