There was a 26 minute period the shooter was observed by multiple police officers and noted as suspicious, but that was all on the ground - unless you’ve seen some new reports. Reports so far say he was only seen on the roof for 2-3 minutes, which is absurdly long, but not 20 minutes.

it would take more than 2 or 3 minutes for people to tell the cops he’s on the roof and, then, for one cop to boost another to look.
