Another money grab. This has to be the forth water system improvement measure in the last 20 years. At the last one, it was noted that not all of the money for the first one had been spent nor any of the 2nd and I’m sure the 3rd. The money is overseen by an administrator that has been appointed for life and whose salary is dependent on how much is held in trust. If one looks at the hoops the small water systems have to jump thru to get funding, it is clear why they don’t bother.
