I don’t think they needed 25-30 in the know on site. I think the pivot point is the communications guy between the locals and the SS. All he has to do is NOT relay info, or to give phony orders. Tell the locals he will alert SS, then not do it. Tell the locals keep an eye on him but don’t do anything.
