You may want to ask that question of SEALS, Delta, Marine Recon, CIA field operatives who have fought in 130 degrees in Iraq. You are inadvertently supporting one of SS Director Cheatle's excuses. Sheesh, Spec Ops guys have the layers of gear and something called a "camel" for hydration. Ad that to her the "roof was sloped" and her shit falls apart.
1. If the slope was so steep, how did the assassin manage it?
2. As a kid, I've skateboarded steeper slopes.

Ask the Spec Op guys like SEALS, Delta, Marine Recon, and other JSOC operators. I've been asking, but I don't think they want to give away certain procedures. Fair enough.
