For me the CLEAR standard operating procedure anomalies would have to be cut by orders of magnitude before this could rise to incompetence.
State simply what happened and it is clear that it was allowed and intended to happen: Some punk kid with a long gun a ladder and a rangefinder, under the noses and in the very sight of multiple ss units and the general public climbed an unguarded roof that was as perfect a snipers nest as anyone could ask for and commando crawled across the metal roof of the building which happened to be occupied by snipers who KNEW he and his rangefinder were there, got into place at the apex of the roof in a classic sniper lay, pointed the rifle at the target in the sight of an anti sniper sniper team which watched until the punk got off a legit kill shot (which Providence denied)…that ain’t incompetence, it just AIN’T.
