I wonder why no one was manned atop the water tower, maybe 100 yards away???

Not sure I understand your point.

photos are great though.

the tower is almost 120 yrds from the shooter.

He should have been dead before getting a single shot off.

No doubt there will photos showing it was in fact manned.
