Worse, reports are the police officer observed the shooter for THREE MINUTES through his scope and was denied permission to take him out before he opened fire on Trump.

Watching the video of the police sniper, you see that he has his rifle aimed at the shooter's location and is observing. He doesn't fire until the assassin fires. Maybe that video was truncated so it does not show anything earlier.
