The personal records/phone/etc are being “investigated” by the same FBI that had orders to shoot to kill on a raid of the former President’s home.

The building that the shooter decides to use is the building not secured. It is not unreasonable to assume that he was told to use that building. Do you think he went there thinking that building was free or do you think that he noticed the building was free and said what the heck and went for it?
