These are local SWAT team members, not Secret Service. They probably were under extremely restrictive rules-of-engagement.

They appeared to have the assassin under observation before the shooting and they clearly did not fire until the assassin fired first.

I don't see any good explanation for this.

I’ve done Close detail work while still in. All I see that makes any sense is that this was allowed to happen.
