Still begs the question why wasn’t the area cleared by the Secret Service. Seems very Sloppy to me, along with the fact they left him stand up and expose himself while shots were being fired. I am not an expert on this field, but the Secret Service seems to have failed miserably.
It raises the question, it doesn't beg it. But I don't think we enough about this to have opinions on SS performance yet.
