Youngkin was the co-head of Carlyle, a $450 Billion VC/investment firm. And, he is currently Governor of a purple state, so he knows how to work the system to get things done. Unless the Senate changes the rules (which they can), it still takes 60 votes to break a filibuster and move a bill forward to a floor vote.
If Trump wins Virginia, it is game-over in the Electoral College.
