Just call the handlers for Biden. They got him in on it and he had nothing to do with it. It was all previously under FEMA programs long before he got the POTUS. (They opened shop in 1979) So if you want to successfully get in on the action, check with the white house. They accomplished it and no one seemed to argue about it. And no one punished it, they just rewarded it.
