I’m not at all sure, but I’m going to guess that ole Joe is referencing the England Men’s National soccer team beating the Netherlands the other day in the Euro semi finals.
Starmer just assumed office on July 5, so he was probably surprised that Joe didn’t say congratulations to him for the new job. (Unless this was edited out.)
