Xi Jinping is supplying parts to Russia for which he hopes China won’t be sanctioned. It’s a little like the way he may be giving Chinese fentanyl exports to the US a little push. Until serious sanctions are levied against either Chinese exports to the US or the specific component providers, the flow of Chinese parts to Russia will likely continue.
