There is a Deep State, but the actors are not monolithic, and the Bidens have their own power base. You can be sure there has been contention behind the scenes, and the more Biden digs in, the more state deadlines pass. This is a hit mess and not part of a complex plan. If they force Biden out , any replacement is going to get key interest groups annoyed depending on who replaces him. These folks on the ground at the local level may not be all in on cheating for Biden's replacement.
