They would vote to remove Biden if that is what the Deep State wants. The cover story will be he's too incompetent to lead the country and its their patriotic duty to remove him. The reality is that the same people will be calling the shots if they remove Dementia Joe and install Heels Up Harris.

The problem is that they are destroying the country in the mean time. Would Heels Up be marginally better at running the country than Dementia Joe? Probably, but not much. That is the dilemma.
