The question is how loyal are Biden's cabinet secretaries? Kamala and majority of the cabinet can 25th Amendment Joe out of a job, making Kamala acting President.

The beauty is that unless Joe actually resigns, there will be no replacement Vice President appointed.

Another interesting point is that if Biden still refused to drop out of the race, the delegates would still be obligated to nominate him at the convention. So you could have the situation where Kamala was the acting president, but Biden is still the nominee of the Dem party (although I’m sure he would have a different VP candidate at that point).
