I grew up there.
I say I grew up there. Took the Pacific Electric as a kid from Long Beach to Los Angeles by myself with stops in Willowbrook and Watts. Never any problem. Because, to make my point, Los Angeles, including blacks, were civilized back then.
Alas, not so much now.
We have devolved to the point where old men and old women have to be ‘situationally aware’.
Depends on the definition of civilized. Back then, in the 1960's and 1970's when a non-black got jumped by blacks, they would beat you but not kill you. I got jumped and beaten, as did my wife (before she met me), in the 1960's in San Francisco. The punches to the face hurt, and the black eyes looked bad, but we lived.
Now they'll mess you up bad and might kill you without hesitation (if you aren't armed).
