What do we actually know?

1. Biden is mentally and physically impaired.

2. The degree of his impairment is difficult to ascertain in the absence of tests but the extent of the impairment inferred from isolated incidents of observation, when considered together, indicates moderate to severe mental impairment.

3. The nature of the impairment is not certain but a reasonable inference drawn from his visible symptoms is that he is suffering from Parkinson's disease which carries both mental and physical disabilities.

4. Observations over the past 3 1/2 years make it clear that Biden's impairments have increased and it further appears that the pace of that increase is accelerating.

5. Whether the degree of Biden's impairment has reached the stage which requires his removal from office in an amendment 25 proceeding is not clear.

6. Regardless of the actual degree of Biden's impairments, there is little reason to believe that his cabinet and Vice President, in judging the level of his impairment, would behave impartially, that is, patriotically.

7. It is not clear that Biden can function at a level that is acceptable from a 25 TH amendment perspective until January 20, 2025. But it is also not clear that the people who would be responsible for invoking that amendment would do so or fail to do so based on the actual facts of Biden's condition.

8. The state of Biden's physical and mental condition means that, while imprecise in clinical terms when the diagnosis is drawn only from occasional episodes, it is certainly clear that Biden likely will not physically survive this life until January 20, 2029.

9. Even if there is no absolute certainty that Biden will not survive physically until January 20 2029, it is too dangerous in the nuclear age to expect Biden, in view of his level of mental deterioration and the pace of acceleration of that deterioration to serve as president for one more full term.

10. Polls taken over the course of the Biden administration show clearly that no Republicans, nor even Democrats, favor Kamala Harris to succeed to the presidency between now and January 2029.

Given these conclusions, we ought to consider what we know or should expect concerning:

1. Whether the Democrat party can replace Biden on its ticket against his will and nominate someone else?

2. Whether the Democrat party might be satisfied to leave Biden on the ticket because it substitutes a more reassuring person as vice president candidate, such as Newsom.?

3. Whether Biden might be convinced to withdraw?

4. Is there a difference between the party at convention or otherwise simply changing its candidate on the one hand and changing the candidate state-by-state according to state laws, on the other hand?

5. Assuming Biden is replaced on the ticket, can he logistically be placed on the ballot in all 50 states?

6. Assuming Biden cannot be replaced in all 50 states, will the missing states assure his defeat?
