Age discrimination; the problem is not Joe Biden's age.

Besides, to move that kind of thing along, the really old people like Chuck Schumer, Nancy Pelosi, etc. would have to go along with it.

Mandatory cognitive testing might work, but the same old people would have to pass it along. You might as well propose a tax on long-term office holders to give back what they have accumulated. Now that would go a long way to paying down the national debt.
