An ATACMS is NOT a cluster bomb, dude. It’s a ballistic missile. Some can carry bomblets—up to 300—as does Air Force smart bombs—and others carry high explosive warheads. The key significance to the ATACMS is its accuracy and range, not payload capabilities. What propaganda are listening to?
Artillery has long been able to (400 years) shoot out multiple projectiles like grape shot, or even exploding bomblets, like so called cluster bombs, since WWI.
The warheads with bomblets are also used by the Russians.
