Since there is at least one abandonded pier less than a mile away from the ships present berth, it would make sense for the conservancy to attempt to acquire that pier, and for the city to let them have it. Marrying off a derelict ocean liner with an abandonded pier would seem to be a win-win situation for everyone, unless you think a pier should be used for homeless winos.
