Money is spent now rewarding the criminal and the out of control. Just use that money. Yes, it seems cruel in the short run - but in the long run every kid in Chicago will be better off.

‘Oddly’ missing? PROSECUTING & incarcerating (bring back the chain-gangs!)...while making the PARENT(s) liable. The PEOPLE will we better off.
