Flip the incentives - start rewarding success rather than failure.
For example: If your first child is born while you’re married you are given a one time payment of $10,000. That applies to all residents of Chicago.
Students preforming at grade level or above on standardized test will receive $40 to spend as they want if in elementary school, $80 in middle school, and $160 in high school. Test will be administered at schools on Saturdays by an independent group NOT connected to the Chicago school system.
