It appears the casualties on the beach were caused by fall-out from an anti-missile hit. The question is, why is the US attacking the Russian fleet? ... and doing it in ways that can be detected?

If you are attacking the fleet, you don’t use cluster munitions. The article said cluster bombs. Don’t know if it is confirmed or if it was fragments.
But either way, it’s US forces, shooting at Russians, in a base that they have had longer than America has had Ohio.

God help us get through the next 6 months.
