Don’t know. Ask NATO. Since they are aggressively responsible for Russia taking these pro-active measures.

President Kennedy of the USA did not want Russian missiles in Cuba. He set up a naval blockade to prevent Russians from being able to threaten the USA. To avoid nuclear war, the Russians backed down and the Americans agreed to remove corresponding missiles from Turkey.
Still doesn't explain why only the Ukrainian side should have to accept restrictions on missile payloads and ranges.
